Official XLSX instructions define operating budget as recurring income and expenditure. Exclude restricted grants, endowment income and one-off capital campaigns. Obtain the eligible 2025 figure, not total university turnover.
Recommend US$300,000 for 24 months, conditional on quotes, financial cap and applicant eligibility. US$1 million for one site with at most 100 places is difficult to justify. Request ceiling is US$1 million and 25% of the lead's two-year operating budget. Constructor's team says the template uses 2025 as its annual basis; obtain the actual XLSX before calculating the cap.

NGEDA-led delivery and training is 56%. This is a work-package share, not an entitlement or guaranteed payment to Singularity. Free licence remains free. Any paid technical work needs Foundation clearance, transparent cost basis and no private/commercial benefit. At the user's $100/month ceiling, 100 learners for 20 months costs $200,000. That scenario requires cuts elsewhere or a larger, justified ask; do not count the same costs twice. Distinguish unique learners, seats and learner-months. No promise of 400 learners.
